First of all, my specs (not great at all)
CPU :Intel Quad Core Q6600 @2.4GHz
GPU : Nvidia GTS8600
RAM: 2GB (only :C)
As well as it goes while not moving at all, the worst is when I just try to look somewhere else.
Game drops from like 50FPS on high Textures to ~5 or 10 FPS while going and looking somewhere. It just makes game unplayable, as you can pressume.
Mods getting the game better performance on my board are
- Clean-Deluxe NV : Check
- Optimized textures (Every single one) - Checked
- Performance of the Gods : Currently not Checked because of Clean-Deluxe active.
- Everything on low besides Textures (Shrapnel Weapon Collection issue)
- NVSR : Checked

If it is happening to older games that it didnt happen before, and you are using the same drivers. Newer ones can kill performance, it may be a heat issue. Might need to replace the thermal compound on CPU and GPU as well as clean out their heatsinks.

Sometimes mods can overwrite game files that were meant to help the game in the first place, have you verified the game cache on steam? its saved me more than 1 headache

2GB of RAM is not really enough, i would change that to 8GB then you should be fine, I always had huge FPS drops when I had only a 2GB RAM, since i have changed it for a 8GB, everything is now way better.

I had a problem where I was getting only 1 to 3 fps on my Nvidia GTX 1060 (16 GB). Solution was to go to my manufacturers site and download the nvidia driver there (rather than the official nvidia site) and then my problem was solved.

You do meet the minimum requirements after all

Maybe it is a lot mod installed, my pc is an amd a6 is a gt220 with 4gb of ram, my game was running at 60 fps in a mixed configuration, then I got hooked on mods and got a 4gb of mod (no graphics). Now it runs at 30-50

Its most likely lighting and texture mods such as an e.n.b or n.m.c's texture pack for instance i have overgrowth e.n.b with 4 texture packs and even with my gtx 1070 i get massive frame drops in places. I would recommend looking at your .ini configurations or using some stability mods such as 4gb new vegas or NVAC

EDIT: I would check your Drivers for your graphics card do to your setting and texture optimization besides that i'm not sure. NVAC is a great mod though.

First off , make sure that your drivers are up to date!

Secondly, run a virus scan. I've had an issue in the past where I somehow had gotten one on my machine that was affecting my performance in games. Sometimes cutting my frames down from 60 to 20.

Third, close any and every background application that you can.

After you've done these things, I recommend a full reinstall of the game! Run the Vanilla version for a bit to see if you're having any issues. When you want to rebuild your load order be sure to run benchmarks after every couple of mods just to make sure that you haven't installed something that will affect your performance.

Uhhhhhh, ram is a must for games like these, also try downloading performance of the gods. Verify game cache,  check for New Vegas Stutter Remover and Anti Crash, if need be look up the ini file fixes. Mods with high texture resolutions will definitely kill an older rig and when downloading weapon, armor, and enbs always go with the performance option.
