DVAted:
That is most likely caused by an insanely high StarsIntensity or StarsCurve setting under the sky section of the enbseries.ini, its an easy fix to lower the values.
Also are you sure you are using a weather mod that the enb supports? your stars are a lot more colorful then the default games.
In my experience it usually something that I or the preset maker has done wrong, its never enb itself.

I tried to use enb configs, but anyway - always used only enchanted shaders, cause it`s almost don`t have FPS problems, at least in my PC.

Everyone SHOULD give this: http://www.nexusmods.com/skyrim/mods/7804/? a try. Yes, I know it's for Skyrim. But, hitman and I have tried it on NV and it works great. I haven't tried it with FO3 or Oblivion yet.

Gopher did a great vid on using that little tool I posted.
He also made a nice tutorial on how to install an ENB.

Hey, thanks for sharing that, I might give it a try and be more likely to experiment with different presets .

meh I tried a few yesterday Blackout made my daytime so bright, I actually tried taking a screenshot in Photoshop to increase its brightness and it wouldn't let me, it wouldn't go brighter than it was xD I tried summoning some clouds to darken the mood but the termohydrograph wouldn't work, it was like "nah, man, it's not my business to mess with that much white" so the surroundings remained scorching my eyes everywhere. I read what hitman said but I felt like "wait... can you put that in english please? where's which what? how is that my problem? why do I have to waste my time on it?"
Ain't nobody got time to figure out where everything is and how it works. I did this centuries ago, took a few Machete screenies and that was that http://alexe-arts.deviantart.com/art/Fallout-New-Vegas-Modded-353873815
I tried using Shift+Enter ingame cause apparently that allowed me to edit settings in real time. Nothing was editable, though. I couldn't click on anything, couldn't access the options, the menu, nothing. It was telling me "fuck you, buddy, this is what you get. you can now turn off the lamp in your room, enb is gonna light up the nearing neighborhoods for ya, no problem" And for me to get out of the game, tweak a setting, get back in, see it didn't work, and do it all over again is too much of a drag, my goddamn game takes about 1.2 minutes to load the starting screen, man xD Ain't NObody got TIME for THAT, Maaan!
and what Old Coot suggested sounds nice and all but... at least do I get a diploma at the end? would I be certified on any degree in computer sciences? sure feels like it should... I mean, it's like taking advanced classes for no reason xD it's like wasting several weeks worth of afternoons figuring things out just for kicks
so yeah, if I can't just pop a file in and play, fuck ENB xD to me it only ever worked for GTA SA. Those were the times...

DVAted, the options are clickable. Just kind of "weird" to do so. I had to hover the cursor on the choices and hit enter. But all I actually saw was "Default". I was able to lower the brightness and such.

Deal is, there's no cursor ingame, unless I press Esc to see the menu. But then there was no interaction with the little drop-down thing. Nothing reacted. There was no input. I'm over it, though Desert Warrior Effects is gonna be fine enough for a while

Hmm.... It works for me in game. I end up with two cursors. It does have a tendency to do in game things also, like drawing your weapon, firing. So, yeah. lol

The enb GUI uses the desktop cursor not the in game one, its a spinning thing so it should be easy to spot.
I always stop the game by opening the console so i can see what I'm doing.
You can modify most settings in GUI but some things like accumulative anti aliasing and ENBoost setting can not be changed in game.

@Xilandro - I wasn't saying Blackout sucks. I'm saying it sucks on my video card.
just so you guys won't take me for no quitter or lazy-ass basterd... or lazy-ass bastard quitter
I keep trying but I still have a shitton of work ahead of me work which I dislike... the ingame menu finally works but it's always in loading mode (spinning hourglass) also, I couldn't find the sharpening settings. I want my textures to be crisp and shit
for the record, I plan on reducing the saturation too. But I like my mood to be orange. are there any mods that make the skies during day to be orange and sunsety even in the noon?

Onix ENB wasn't too bad but the only issue was that it was way too bright. I think it was trying to emulate the real life feel, but like I said, it was just a tad bit too bright.

DVAted:
The cursor is not loading it just spins normally.
I don't believe sharpening can be controlled by the GUI as i think its normally done by other mods like FXAA injector or SweetFX.
I stay away from sharpening as i don't like how it looks but maybe someone else knows what you need. The easy way to find out would be downloading a sharp enb preset and seeing how they did it.
About the orange skies, Apex ENB available on the enb site in the user persets section is a very orange enb, its quite Western and i think it uses Nevada skies, might worth checking out.

@maybenexttime
If you're still looking for an ENB setup then you could give some of Midhras WIP versions a try.
