i am aware of the races that you can have in FO that are very awesome ,thank you modders, but is there a mod that extends the sliders, adds more of them and options like ECE or racemenu for skyrim?

As far as I know, no. But there are mods like this:

Which makes characters look much prettier. You can also create characters presets in GECK while using that mod.

You may also create more attractive and unique character if You have basic skills in GECK by creating character preset or new playable race and editing it's sliders in constructor. Actually, Fallout has the same facegen system as Oblivion, but in game it is very limited.

If you want to make good looking characters, it is really helpful to use the GECK to create theme.  I use Fallout Character Overhaul to create characters.

If you want to make face you created available at character creation, you need to tick the preset box in the head creation menu in the GECK.

Its somewhat a pain to learn to make good looking characters in the GECK, but it gets easier the more you do it.

I use the Fallout Character Overhaul. It looks more realistic than the vanilla characters.
