First things first, my pc specs:
Intel i5 3470k 3.60GHz
Ram 8GB (cant remember if it is 1333 or 1600, but whatever)
Geforce Gtx 650 TI 2GB
Win7 home basic original 64bits SP1
:hellobig:  So, i know this specs are more than enough to run a not performance friendly enb at 60fps easily, because i play skyrim with sharpshooter extreme graphics enb, and i've played FNV with dynamo enb, along side with a bunch of hq textures, in 50-60fps(both skyrim and NV) but i stoped playing for some time, and now that i'm back to NV, the only enb that i found it work for me now is the clean 1.0 with a hitman47's edit. And i am not even using hq textures, but i have some mods that add more npcs, like more npcs to the casinos, and that is more than enough to make my fps drop to below 30fps sometimes... I've tried a ton of things that i know, but one, that is copy the d3d9.dll from my FNV folder to the sys32 folder.
Oh and btw, the reason i didnt copy the d3d9.dll is because that stupid permission that i cant remove from my computer because windows is smarter than me  
Important Observations:
Both Drivers and Directx up to date, tried to use ENB v0.263 without a preset(and it worked just fine). I cant remember what i did besides that so i'll add more when i remember .

Sorry if it is too much text, i dont know how to format to a good looking post nor don't know if is in the laws(if i may call it that ) of the forum my post in any way, so, sorry again.
And i'll ask you who read this post to forgive any grammar error because english is not my first or second language, i know i can talk better than some a hell of a lot people, but pratice makes perfect right?

My windows wasnt updating because of an error(80070422 to be more specific), and that was what was causing my problems... If i understood it correctly, the Net Framework, wasn't up to date, and i don't know how it works with the enb because i do not know what this net framework does, but i beliebe(sorry) that was causing my problem.
