Lately the FPS has become unacceptable, (probably because the number of mods I'm running) and I'm wondering if a new Graphics Card or the Processor would help and if so what Graphics Card or Processor anyone would recommend.

My current Processor is an Intel(R) Core i7-4790S CPU @ 3.20GHz (8 CPUs) ~3.20GHz
My Graphics Card is GeForce GTX 1070 Ti
Any help would really be appreciated.

You may be able to fix the problem by adjusting or removing something in your load-order.  It might just be a settings problem with shadows or the your game has messed up pre-combined meshes.
It really could be anything; I've been trying to find the right combo myself.  

I too, am running the game with a 1070 and getting frequent crashes, so I understand the feeling for just wanting a brand new shiny RTX 2080 super.
