Generally I focus on maxing out one stat on special. The Special Stat is only really vital for natural abilities. It doesn't do much for skills and can be rather costly just for 5 more points.

The way I do it is start with 4 everything else and 10 for int and 10 for agility.
You don't really need any stats at the beginning, higher int gives you more skill points, higher agility gives you more vats, bullet time, and sprint.
You don't need a lot of str at the beginning because you won't have a lot of gear.
You don't need high perception as long you pay attention to your surrounds
Charisma is pretty much useless since most of the the dialogue options are speech checks
luck is okay but not really needed
endurance is okay but like i said if you are really paying attention you should be okay "most" of the time

For New Vegas, it's usually a good idea to have 6 or 7 points for Luck. You can pull in lots of caps from the casinos. I like to have: 6 Strength 5 Perception 6 Endurance 6 Charisma 6 Intelligence 5 Agility 6 Luck

(might not be 100% on numbers so sry if t hey dont add up)
2 Strength 2 Perception 3 Endurance 5 Charisma 10 Intelligence 10 Agility 5Luck something like that XD
i usually put most points from S.P.E into I.A.L

I always put 10 to intelligence and 7 to agility, then distribute the rest of the points equally.

I put a 6 in perception, 5 in intelligence, 5 in luck, 7 in strength, 6 in endurance, and 5 in agility. It's a pretty standard score

It is really up to your play style. For melee players go Strength and Endurance. For ranged players go Perception and Agility.

Actually if you are using TTW or FO3 put everything under 4 except like intelligence. Make sure nothing hits 10 because with one of the most OP perks in the game, you can raise all SPECIAL attributes instantly to 9 if they are under 4. With the bobbleheads you can get all of them 10.

If you put all of it to intelligence, you can get more skill points each time you level up to have a head start but it's unchangeable later on so do at your own risk.
