Do not use Geforce Experience, especially when you have a low-spec PC, because it uses a lot of the system resources.

Do not use ENB, NV was never designed for an ENB, a RESHADE preset is the better choice, there are not much presets for NV but the DAISY Reshade on the Nexus works great and looks awesome.

A scalealable UI for NV is very usefull, use DARNUi or VanillaUIPlus.

Do not not use big texture packs like NMCs, if your machine can't handle it, HD looks nice but you also need high resources to run it.

I guess, i know the culprit, do you use CASM, the SAVE mod? With it i had exactly these stutters, every time it saves, so i got rid of it and it works wonders.

Use the Viva New Vegas guide, there is also a big list of mods to avoid, maybe you find the culprit there.
Al last, your drivers should be up to date, but everybody who uses a PC knows that.
