Fallout New Vegas Stutter and Lag Empty

So I recently upgrade from a GTX 1050 SC to a GTX 1070. I have so far not seen a large improvement in performance. I get some pretty bad lag when turning my character around. When things load it also drops in frames. I am using NMC's Performance pack, NVSR, NVAC, OneTweak and Performance of the Gods. I will leave my load order in the spoiler. Any suggestions would be greatly appreciated.

@Piperoffarts It might be because you are using a lot of mods

I think having a mod heavy game can cause it to slow down

Also are you using the 4GB Patcher?

Yeah I am using the patcher and always use it. I think I have fixed most of it now but the lag in the Capital Wasteland is horrible. I drop down into the 20's

Are you using an ENB man?

Even with my 1080ti some effects heavy ENBs lag my New Vegas in certain parts of the game - not sure why

I'm guessing you have adequate RAM etc. too?

I use a GTX 1060 (6GB) and 16GB of RAM and I will still get quite heavy lag sometimes and stuttering with a heavily modded game, I have Stutter Remover, 4GB, Anti Crash and more but I will still get lag/stutter at points. I know I have a less powerful GPU that you and @Lucianhector but even if you have the most powerful GPU the game will struggle past a certain point.

It does suck at times.

@"Piperoffarts" I've had an issue like this before. I fixed it by using a previous before the current save I was playing in. Though I doubt we have the same issue.

@Piperoffarts By today's standards this is quite a weak CPU that you have, and it will definitely hold back your 1070, especially when you have many mods installed, and the NV is also CPU intensive. If not a single solution works for you, then I see no other options than upgrading your hardware.

I most likely have as much or more mods than his and currently I find my game not stuttering that much. His gpu is much better than mine though.

I own a Intel core i7-4790 so that is a much better cpu though.
I am affraid VWgolfR1 is probably right on this one.

Lucky for you the age of Ryzen cpu's have arrived so cpu's should be a bit cheaper now.

IMO your rig is fine, but more on that in a minute.

First, are you using ModOrganizer? If not, why? If so, you might want to go through the usual troubleshooting - disable ENB, and if that doesn't help deactivate all your mods and see if the problem is still happening with a "vanilla" game. If so, it's likely a uninstall/reinstall scenario. Otherwise, just plod through the list and try to identify the culprit. Again, if you're not using MO you might seriously consider this a good time to go ahead and do so. Just my 2 cents.

As to your "weak" CPU, has it ever been overclocked? If not, before you drop a bunch of cash on a new system maybe spend about $60-$70 on a hefty CPU cooler and crank that FX 6300 up to 4.5GHz or higher, that is if your motherboard isn't a complete POS.

GTX 1070 is a pretty beast card, it shouldn't be having issues playing a decrepit Gamebryo title...

Also keep an eye out on NVIDIA drivers, they can sometimes have little fuck ups with driver updates.

now, ive noticed on mod heavy games i'll notice lags slowdowns or outright crashes, and ive come to learn that at these places/points in the game its becuase those are places points in the game where all your mods effect in some way, so lets say you have tons of mods and you have slowdowns/lag, or crashes near lets says megaton, then more then likely the majority of your mods are having some type of effect on megaton, it doesn't have to be a direct effevt, it could be an asset from a mod changes some small aspect of megaton, that will in effect cause more strain on your pc, then say being in the middle of an open area in the game, plus youve got a place that probably already has a lot of npcs that are moving around, and having to be loaded in when you try and enter said area. all these things add up and make certain points/places slower then others. thats whay even with a very powerful pc you'll still encounter slowdows, lags, crashes. i typically try and limit how many mods i have active and if i start to notice these slowdowns i usually get rid of mods i don't use much to get the fps back up to at least a more normal rate. but it really all comes down to have many mods your using, plus the strength of your pc.

Yeah, I had a HUGE stutter, sometimes frame drops, with the 47 ENB 2, for some reason, it's weird, considering you don't use that much VRAM for textures. It would be best, if you could possibly look at NVSR, the ini file for it. If you already haven't configured it, you should do it now.

Also try to go to:
Steam\steamapps\common\Fallout New Vegas\Data\nvse\plugins
Open the sr_New_Vegas_Stutter_Remover.ini
And edit this line:
bHookLightCriticalSections = 1
If it's already set to 1, change it to 0.
If it's already 0, you're good with that.

If you're getting HEAVY stutters, and you cannot bear it, and you haven't found the fix for it, in the last 3-5 months, I would later recommend removing your mods, upgrading to MO if you already haven't, and reinstall the mods you already have, I have a GTX 970 Overclocked, and I had serious troubles with lag and stuttering, I upgraded to MO, deleted, and reinstalled all my mods, took me a while, but it's smooth as butter. I literally finished today actually, NMC High, no performance mods yet, I don't need them for some reason it doesn't stutter.

(If you have NMM, I had NMM, until I realized that MO is like NMM's superior update.)
