If you are asking if it’s possible to play as a raider, in vanilla no, I think you need cheats for that but if you download fallout character overhaul, it adds a lot of new races and there are some raider races to choose

IF you've already made your character I'm not sure if there's any easy way to add the textures unless you were willing to remake your face. However this mod allows the raider races(Default, in case you aren't using FCO) to be used in character creation. Hopefully this helps!

I can't link because I have a recently created account, but the mod is called Playable Raider Races by crustytoeman. The ID for the mod is: 46411 (Go to the page of any mod on the nexus, replace the numbers at the end after /mods/ with that number)

i think i get it now you just want to apply the textures on your charachter right? i dont think its possible to do with out modding tools the easiest thing to do is just to write in commands showracemenu and choose the raider race and then  remake your character
