The blue lens flare is an issue with user created textures/meshes having extremely intense specular maps I believe. I know someone on the forums said you can fix it by opening up the meshes in nifskope, but I don't remember which thread it was in. Think it was an ENB thread in the troubleshooting section. If I find it, I'll link you to it.
As for the bloom, apparently it's supposed to be like that. I found this on nexus forums:
"pick up regular version, not the anamorphic) p.s. to be honest... it's not a bug...) I made it to looks like that) Overpowered and bloomy) sorry) p.p.s. nice shot btw!" - Xilandro
If you're using the anamorphic version, I guess it won't look as blue if you switch to the normal one.
As for the shadows, they definitely look more exaggerated than ENBs usually look. Do you have any other lighting related mods installed? Perhaps the effects are stacking and making it look that way.
Edit: Also, just so you know the ENB creator is a member of the forums. I know he's probably busy working on his watch mod and stuff, but maybe you can shoot him a PM or something if you can't get things to work. Not entirely sure if that's a no-no or not though.
Edit 2: I just saw your other post. Looks like DVAted linked you to the post that I was referring to. Didn't realize it was his though. Well that's one down. Here's a link for anyone else that might have the same problem: http://vgunetwork.forumotion.net/t727-enb-random-blue-glare
