I live on a fixed income, retirement pay for 26 years of civil service, and therefore I have to be mindful of my money. FO4 is on sale via Steam and I want to know if I should get it now or wait until more and better mods come out.
From what I see the weapons are not much to write home about as well as the armor. I miss the variety that FONV has and I don't want to have a game that I either finish quickly or get so annoyed at it the I never touch the thing. Is this game as immersive as FONV and can I just sand box it like it's predecessor? I really love just role playing as I hate most of the vanilla quests.
So should I spend or wait?

Honestly despite it's flaws, I'm still enjoying the game on my second play through as a female character. I'm still finding things I missed the other time around. There's enough to keep you occupied and I keep getting drawn into settlement building every time I go back and dump stuff off.
There are some good mods on the Nexus already and some of Skyrim modders are starting to migrate now as well, such as Hothtrooper. TalkieToaster has a mod for Robot Defense on the Nexus now, nothing compared to his works in Fallout 3, not yet at least.
Once the GECK drops things will really take off. You can sand box, you're not on rails at all. It won't feel as RPG as FONV did unfortunately. If you asked me I'd say yes but then I haven't seen the sale price. Better then full price which I paid for though.
edit: I should mention that I am running with about 50 mods and it didn't take very long before I dived into mods, so in terms of Vanilla it is lacking.

i'd say go ahead and get it while its on sale you will get your money's worth even if you end up preferring the older fallouts like i do, if you buy it now you'll get to see the escalation in quality of the mods that come out so thats a plus.
i was disappointed about the armor i couldn't put my finger on why though, and for weapons in opinion they are all bad except one or two in terms of looks but most of the weapons i dislike are those energy weapons i always hated them in all the fallout games lol
the things you'll likely have a lot of fun with is the settlement building and power armor collecting the story is good in my opinion and the graphics are pretty decent with only 1 or 2 notable graphical glitches on my end, so all in all if you get this game you'll likely put 100 to 200 hours in the next couple of months just exploring lol

Considering that you value your money more than most because of budget contraints, I'd say you better wait.. & waiting won't be as bad if you consider other greater deals on Steam. There are lots of bigger discounts available right now & the bundles are what you want to go for.. namely: The Witcher Trilogy Pack (3 games - http://store.steampowered.com/sub/68475/), Star Wars Collection (14 games - http://store.steampowered.com/sub/66986/), Valve Complete Pack (24 games - http://store.steampowered.com/sub/29197/). Yeah, some may be older games but they are still fun, especially if you haven't played any of it yet. Having a blast now with KOTOR myself.. but if you already have some of those games or some just doesn't whet your palette.. consider searching for other discounted games as there still might be other great deals.
FO4 is a good game but it can be missed out for a while if you're one to be patient as the discount isn't that much yet (the discounted price on steam is the same price as the non-preorder hard copy I bought 2 weeks after release). I myself would've not purchased it if I knew those games I mentioned had great deals. FO4 will certainly be discounted in the future because there will always be Steam sales. Half of it's original price would be a fair target to finally purchase it. Just get enough discounted games, especially bundles, to preoccupy you until then. Mods would be more polished by then as well. Sale ends in 20 hours by the way.

I'd suggest waiting for a better deal. It is a great game and it's personally one of my favorite games this year, but if you are on a fixed income it is better to just wait.

I'd probably wait for a better deal, or wait until mods made with the creation engine are out. Although vanilla is still fun and should keep you occupied for a while.

I only got to play it for a few hours, but I wasn't hooked like I was with other Fallouts. I'm waiting for a GOTY or a really good set of mods to come out. The base game feels empty what with there only being a handful of guns(yes you can customize them, but there are still only a few gun types). I'll wait for the price to drop too.

Wait until the next major sale and the release of the GECK and see where the modding world is going with this game. Only reason someone should buy it early or now is if they are a fan or have the funds to easily afford it and like the videos and reviews on the game.
I have somewhat the same situation. (not retired unfortunately.. ) however only buy a game once a year usually. Sometimes a batch of games for 30 dollars or something. I waited well over a year for Skyirm to be released (along with Shadow of Mordor etc) until the sales are close to 50% or better off before buying. If I find I love the game.. great.. . good investment. If I find I hate the game or there is limited playablity for me.. Sad but I haven't spent that much of my budget on it. . The more questionable the game appears to me the longer I wait. I finally got Skyrim becuase I saw many of the mods they were creating and the bug fixes that were created etc.

I have a lot of time on my hands to play also. Although I do agree with the others for their sound advice I would also like to say that FO4 is not FNV and honestly shouldn't be compared to it. If you are an avid fallout player, any and all of them, I would suggest playing this game simply because it's in the fallout series. If you're looking for another FNV then as everyone else said, wait until you get it cheaper. But if you're looking to play a fallout game, then get the game especially if it's on sale! Have you watched any of the reviews of the game? They are mostly very positive.
Even though the game is controversial in some of the changes (like the dialogue system) it's still worth playing because when it all comes down to it, it's a FALLOUT game and it's awesome! If you can separate the negative criticisms from the positive feedback about the game and just go with your gut feeling, you might find you just want to play a new fallout game. The mods are coming out in droves and some of them are outstanding even pre-GECK! I don't think anyone can make a better female body than CBBE (thanks loverslab/Caliente) as it is right now. There are tons of armor, ammo and weapons mods now. And the building mods are fantastic! I use the Robot Defence mod and love to have the place surrounded by Sentry Bots and Assaultrons.
It isn't the game as much as how you play it. If you want to play a new Fallout game with new places to discover, NPCs to meet and craft not only weapons but homes, then by all means get it and if you can get it on sale even better but I paid full price when it was released and already have gotten my monies worth. If you want a new game like FNV, then you won't find it in FO4. For me there will never be a game like FNV except TTW (Tale of Two Wastelands), I can't even think of FNV without thinking TTW, it's the only way I play that game now. So honestly, it just depends on what you're looking for but for me, as a hardcore fallout fan, I can't imagine NOT playing FO4. Take a look at the video in my signature.

If you're strapped for cash, as much as I love video games, it might be a low level investment. If you're just being mindful of what you spend your luxury funds on, you might consider it. If mods is the only thing making a game worthwhile, perhaps a new type of game is the answer.
I like the original content of Fallout3, NV and FO4. The mods do make a big difference, but the games don't require mods to be enjoyed. I've tried that, playing a game just because there were some interesting mods available for it. Didn't matter. I got sick of it in no time at all.
FO4 addresses a lot of issues that FO3 and FNV had. There are changes that you may or may not like. If you don't mind spoilers, watch some Youtube videos of game play so you're not unpleasantly surprised.
General rule of thumb, for me, is if the game gets a pretty good review and the sales are good, plus you've generally enjoyed the franchises' products in the past. You can't really go all that wrong. I know you're trying to invest wisely, but if $60 (or less iwth sales price) is breaking the luxuries bank, it all comes down to you. Good luck.

Wait for the mods to come out. As of right now, It's Fall of Duty 4.
It's barely an RPG anymore, to be honest. Definitely wait a bit.

Based on what you want to do (roleplay rather than do vanilla quests) I think you'd like it, a lot of people say its more of a FPS than an RPG, but I still think you can have fun playing it as an RPG especially since the whole FPS aspect really comes into play with how they scripted a lot of the main quests. The area is still open world with a lot to discover and honestly if you like the settlement system you'll definitely not have any issues of beating it quickly.
There isn't a lot of variety in terms of weapons and armour, but I spent a good chunk of time just tracking down the uniques and trying to find as many legendary pieces that would be useful to me. I really enjoyed upgrading my gear in this game, especially my sniper, started off as a merely a potshot rifle now its the perfect long range assassins tool.

Thanks for the all the advice. Due to other concerns, I need to get a high chair for the grand kid that lives with us, I'll put off buying until a later sale and after the GECK and more interesting mods are out. For the time being I'll stick to killing Roman wananbee's and spending my caps on bozze and hookers in New Vegas.
Once again, thanks to everyone for their help.

No problem, I hope the GECK comes out and a good sale price comes soon so you can enjoy the game.

I think you should get it now because fallout 4 has a very good amount of content that will keep you going for a long time. so personally i would get it.

Well, it's a good thing that I decided to wait. As I said, I'm on a fixed income and when I checked my account Tuesday I had less than $400US left in the bank to last till the end of the month. Wife forgot to tell me that she used my card for gas and lunch while at work. As I have a trip coming up this month it looks like I have to wait another month or two.
No matter, I still love just sand boxing FONV, that and playing with FSX so I'm content to wait.

Although I am disappointed with the lack of stronger rpg elements and the new dialog system. It's a solid game with a mass amount of content. And of course once the G.E.C.K is released it will take the base game to new levels. But with your fixed income I would wait. There are better and more important things to spend your money on at the moment. Plus no doubt the price would be reduced.

It's an alright game but it doesn't beat New Vegas for me and I'm honestly finding myself bored of it at times

Im sure someones said it by now but if you are looking for games on a budget then my first advice would be G2A (DOT) com. Don't remember if linking to a site like that is allowed. Its an international trade market that takes advantage of currency exchange rates to get games cheaper in some parts of the world.
For example: Fallout 4 is $38.20 US on G2A right now and its still $60 US on steam. You can sometimes get really lucky and catch the game for even cheaper on G2A if its on a steam sale. people buy the code from their place of origin, on sale, and put it up even cheaper on the market. I got Mad Max for $25 the day it came out.
