What mods do you have installed maybe you have a mod installed that hides/removes it?

Need more info. Did you stop using the radius and want to get the pipboy back? Or are you saying you can't see the radius? Not sure what you are saying.
If the radius disappeared then it is most likely a mod conflict of some kind.
If you are trying to get your actual pipboy to show back up on your arm then you need to use console commands. There's 2 commands you have to do. First player.additem 00015038 1
Second player.equipitem 00015038

Again kinda need more info but if it is a mod conflict you need to figure out what you did recently that caused it to disappear then work backwards from there. Hopefully it's a easy fix.
The pipboy command might even work with the radius. Just use the radius ID in place of the pipboy ID, theoretically it should do the same thing. Hope this helped

I would either:
A) Google search your problem to find anyone having the same problem
B) Reinstall all your mods (just to be safe) and make sure you have no compatibility issues and have the requirements.
C) Delete entire Fallout NV folder and reinstall everything from the beginning (Last measures hopefully wont come to this)

Edit: If you manually install your mods, I'd recommend getting NMM to install mods much faster/safer than manually.

Or use FOMM (fallout mod manager) as your mod manager if you are manually installing things it is what I have used for fallout ever since the day I got fallout NV and later fallout 3 and it works great.
