Who do you think is the most under rated character in Fallout? And/or who do you wish had more development to become a great character?

For me(since I havent played any other fallout game other than 3 and NV), I want to say Harland, the ghoul you met in repcon who was trapped because of the nightkin. I feel he had a pretty good setup to be a smartass but funny hardass friend. If he could have become a companion and gave you more backstory on what his life was about I think he could have been absolutely amazing.

Yeah that guy was funny. I laughed when he said something about helping Jason Bright in exchange for companionship with them sexy female ghoulettes.

Desmond fuckin' Lockhart. That guy cursed up a storm harder than I do and the shit he says was way too funny to me. I hated Point Lookout altogether but I loved Desmond. And that guy goes hard with a shotgun.

Fantastic from HELIOS ONE. Dude may be a cocky sum' bitch, but I love his name and all of his dialogue. Guy doesn't get nearly enough credit for keeping HELIOS ONE operating for the NCR. He also has one of the best lines in the entire game:

"They asked me how well I understood theoretical physics. I said I had a theoretical degree in physics. They said welcome aboard."

That Forecaster Kid...this kid...is weird..and i like it....

Sunny Smiles, she is only starting town NPC and there is not to much about her, there should be more story about her.

The Securitron at the gate to the Strip. He is just doing his job and people give him so much hate. It's just a little credit check. People need to realize that he knows what it was like to be poor. He himself was once a lowly securitron and had to work his way up the ranks to achieve such an important role. He just needs some credit for all his hard work. I bet most of the other character didn't work half as hard as him to achieve his goal. He should have a full quest one helping him become the head securitron.

Yeah I always enjoyed sunny smiles. She was polite, kinda fun it seemed, enjoyed dancing to the radio and kicking powder ganger ass. Her voice was also very pleasant as well.

Under rated. No Bark Noonan. He knows whats up. They are WATCHING US!

Fucking No Bark is my dude. Like I know he's batshit insane but omg dude kills me. If there were to be a return character in like a New Vegas 2, I want him as one of them.

ED-E. Ya sure he has his own quest, but it would have been cool to send him out to other wastelands. He could have come back with more audio files among other things. Him and Boone have some of the sadder backstories. Hoping in F4 followers can interact with each other. If they can't all come with you maybe at your base.

Well, he did get it working a 1% efficiency. Can't blame a guy for trying.

Herbert Daring Dashwood, he seemed like a genuinely good person.

I hope that we get to hear more about his adventures with Argyle in the next Fallout, which is a possibility since Three Dog might be making a comeback..

The suicidal man in fallout 3, I have never wanted to hug a video game NPC more than that man.

Manny Vargas or Boxcars, I think it would have been interesting to know them more.

I felt Lug-Nut was, after being told by Sierra that Ronald had killed him, and then your confronted by him and he demands the naughty nightwear off you, i always wanted to know what the full story was, im guessing it was for Ronald but still, be cool if they explained in more detail about him.

Gob, the Ghoul from Megaton. Poor guy has it rough, and gives you a discount for just being civil to him. Literally the only person I feel bad about in any playthrough where I nuke Megaton. Gob is the hero we all deserve, never forget.

i say its Raul, his repair abilities are so handy when youre taking a tour in the Mojave, keeping your gun in shape to defend yourself and hit one or two raiders.
