| If you have it on win 8 look up how to play fo3 on win 8 and its probably Windows Live download win live you dont have to make an acount then install a win live disabler for fo3 they have one on the nexus hope it helps i had the same problem

| Have you tried turning your PC on and off?
Just kidding, on a serious note, try run Fallout in administrator mode, can't see it doing much, but it just might work.
If you've installed mods, your load order might be off, try using LOOT to sort your load order.
That's all I can suggest.
