(Authors Note!: Hey guys and gals, this is just something I'm doing while Shoddy Cast is making TES lore, so tell me if you'd like me to continue this history book thing. -EricBaum)
Vault 11 was probably constructed along with the other Vault-Tec vaults in the mid 2060s to the early 2070s. As with the majority of other vaults, Vault 11 was a social experiment. In this experiment, the inhabitants of Vault 11 were told that they must sacrifice one of their fellow vault dwellers each year, and that, should they refuse, all the dwellers will be killed. In actuality, if the residents refused, an "Automated solution response" was supposed to be played. The message stated that by choosing not to select one of their own as a sacrifice, the dwellers are "a shining example to humanity" and that no one will be killed. They are also informed that the vault door is then unlocked so they can come and go as they please but are urged to consult with their Overseer before they do so. However, by the time Vault 11 inhabitants refused to continue sacrificing their residents, only five survivors remained.
But lets go before those events shall we?
It appears the vault residents were required to do an annual sacrifice every year, this sacrifice "ensured the survival of the vault" this position went to the Overseer, as a sort of sick tradition after the first Overseer betrayed the Vault Dwellers. The overseer was forced to go beneath his chamber and sacrifice himself, but sadly the vault lasted five, maybe seven years. In short they're sacrifices were in vain. Several voting blocs were made to exercise the power and influences of the vault dwellers over each other. During the final election, a "Roy Gottlieb" leader of the most influenced and powerful blocs confronted a miss "Katherine Stone" saying that if she did not do sexual favors for all of Justice Bloc, they would all nominate her husband for Overseer, but sadly do to Roy being a massive gnome eating snake, he went through with it regardless. And do to the tradition of the Vault the sacrifice could be forced on to people who did terrible things to the vault such as murder, theft, and rape. Katherine made a plan, to kill as many Justice Bloc members as possible until she got caught, when she did get caught finally she confessed to save her husband. They voted her in the place of her husband for Overseer.
Katherine Stone's first act as Overseer, "Overseer Order 745," dissolved the election process and decreed that the position of Overseer would be chosen using the vault's computer systems and a random number generator. The Justice Bloc, aghast that they were going to lose the ability to control vault life by means of election threats, not only feared that one of their own members would be selected, but also worried that the damage to the vault's social structure would be so severe that they would have permanently lost power by the time one of their own members was elected and could reverse the Order. They decided to stage an armed coup to force Katherine to reverse Overseer Order 745.
The fighting that ensued killed nearly all of the remaining vault dwellers population, and in the end only five people survived. After learning about Vault Tec's test the five remaining were devastated, and in an act of suicide they refused the sacrifice. Much to they're surprise they were given a message from Vault Tec.
"Congratulations, citizens of Vault 11! You have made the decision not to sacrifice one of your own. You can walk with your head held high knowing that your commitment to human life is a shining example to us all. And to make that feeling of pride even sweeter, I have some exciting news. Despite what you were led to believe, the population of Vault 11 is not going to be exterminated for its disobedience. Instead, the mechanism to open the main vault door has now been enabled, and you can come and go at your leisure. But not so fast! Be sure to check with your overseer to find out if it's safe to leave. Here at Vault-Tec, your safety is our number one priority."
After finding this out the four survivors argued on what they should do next. Three of them wanted to kill themselves, and one of them wanted to tell people what happened here, at the end of the message it is believed that the man who wanted to leave killed the others, and fled the vault leaving it for nearly two hundred years. There's nothing there now but rats and mantises. Well then that's the end of this story about one of the many hell-holes Vault Tec came up with.

Wow I almost forgot about vault 11. I really like your take on the story of how vault tech is a messed up bunch of people. +1 reputation from me for the time it took you to put the story together and how well it flowed. Keep up the good work

Until recently, I didn't actually pay attention to the story of Vault 11. It was when I was listening to one of Gopher's videos that I realized that there was more to Vault 11's story than what there appears. I actually never found the sacrificial chamber until I started playing FNV on the PC.
More of these would be awesome to make me realize how much more I've missed ^_^
