Long story short, I got vilified by PG during ghost town gunfight quest hence all of them are hostile to me. I tried to remove infamy/raise fame/set reputation by console command but none worked. My reputation with them is neutral but that doesn't prevent them from attacking me. Tried their armor too but didn't work.

The only thing seems to work a little is if I set ally between PG and player faction. But even that, people at NCRCF still shoot me on sight. I even checked on G.E.C.K that it seems NCRCF powder gangers has a separate faction ID. I tried console commands with that too but didn't work.

I've been searching for a while but it seems nobody's able to fix that. So I guess I will try my luck here and ask if anybody knows a workaround to this?

You can always change your rep with any faction using a mod called the Fallout NV Cheat Terminal. I'm sure there's an easier way, but honestly, it's a fantastic mod that is one of my essentials. It should have way more than 1,900 endorsements. Whenever I come across any problem such as this in my game, there always seems to be a fix hidden in this somewhere. It's only one file and you can use the Mod Manager to download it - so if you'd like, you can go ahead and give it a try.

Also, some times even with neutral+ reputation, you may have to wait in game for a few days for the hostility to reset for a particular faction.

Okay just tried it. The terminal actually says if a faction is already hostile to you, changing reputation won't stop them from being hostile. You can only change that by "hated" status back to neutral. So I guess it's the same with the console command. It's just built in game that hostility flag overrides the reputation.
