I understand that there are many objects and entities left over from Fallout 3 in New Vegas. I know that you can, in fact, spawn a plain vertibird, but it lacks a pilot and just sits on the ground. They act just like cars, really. So I'm wondering if there's any way to spawn a vertibird with a pilot, such that it will fly around and attack the player, or other npcs in the area?

What you want i'ts enclave commander, call veribird transport, attacks or soldiers, it won't stay after attacking but doub there will be much need after an air strike.

There is also Enclave Outposts and activity. It adds some vertibird drop but due to the modifications of major locations I rather like DFB-Random Encounter.
