I'm extremely picky about quest mods. I like them to be finished, not necessarily bug free, but complete. They must also have high quality lip-sync voice acting/dialogue for every NPC added by the mod. Nothing breaks immersion more than mute NPCs, pedestrian voice acting, or voices that just don't fit the region i.e. North East English voices, however well executed. Yes, I'm quite blunt about that. I'm not going to bash any particular mods. It's just what puts me off a quest/companion mod.
Quest mods I've tried that do it well are Inheritance, NVBounties I & II, Afterschool Special, Christmas Special (funny as hell), Russel, Beyond Boulder Dome, New Vegas Killer, to name a few.
War Trash looks appealing, but I remember reading something in the War Trash's Nexus thread about killing important NPCs, a sort of mod you install near the end of game? I could be wrong about that.
I tend to watch AlChestBreach play them, then decide whether I want to use them or not.

The characters in Stranger Abroad are really well voiced but do have European Accents. It doesn't really bother me to much as Alistair Tenpenny was able to get to America so its not lore breaking.
You're given a lot of choices in Evil Comes in Many Forms and some of the darker aspects of the quest really capture the post apocalyptic atmosphere.
A Trip to the Bank doesn't feature voice acting because it contains nearly no dialogue, but don't let that deter you, the quest adds a huge bank filled with malfunctioning security bots (new npcs) that have protected the wealth of the extremely rich e.g Mr House . The mod also add tons of new weapons and also some new armor.

Allistair Tenpenny, though apparently an '80-year-old Englishman', doesn't actually have an English accent. The voice actor is American attempting to do well spoken mainly Southern English accent. But it actually ends up sounding more like Aristocratic American/Mid-Atlantic English, but ultimately non-specific. His voice felt right in place in FO3, in my opinion.
However, when I'm listening to some voice acting that has a clear Mancunian English twang to it, it's really off putting.
I just watched a bit of AlChestBreach's Evil Comes in Many Forms playthrough and the voice acting in that is a prime example. The quality of the audio is fine. The quest and the mod itself, great. Just the voice acting accents is a massive thumbs down. Also sounds like the voice of the 'Desolate Wastelander' from ECiMF is pitch shifted.

Incidentally, I have a very well spoken English accent myself, but I wouldn't voice act for New Vegas for the same reasons. Skyrim voice acting for High Elves is quite possible though

Have you tried the The New Bison Steve Hotel & Lucky Casino mod, The voice acting is pretty good in that mod as far as I remember (I'm on my mac away from home)
also A Couriers Cache is really well done.

I tried both in my last playthrough. I enjoyed both of them. I especially liked Couriers Cache, but I'm still not keen on Mishaxhi's voice acting (Niner, Kato, Marty Stu). Mishaxhi sounds like my mate from Manchester... sort of guy I go down the pub drinking with and listen to Metal. Not the sort of guy I'd imagine voice acting for a character in a game set in Nevada. Haha!
