This post is difficult to read..need some periods and paragraph breaks.
However sometimes solid objects will generate into the world with no collision. It often happens for an entire outdoor cell. Things like roads and floors are actually objects placed on top of the ground, which is why you are slightly clipping through. I don't know how to stop it from happening as I do not know what the cause is, I've seen it many times and it seems like a memory issue. I've always fixed it by one of the following:
* Save and reload, this will force the game to load the collision on the objects. The game seems to do everything better on a loading screen. This always works for me, but it seems like it didn't for you. Did you trying saving and loading with the console? Type in console:
save gamename
load gamename
* Fast travel away and then back, this again forces a loading screen and the game will load collision correctly.
* Go to a different cell and come back. The Medical District door is near the fountain, go through it and come back. Collision should load correctly. tcl in console to get there if you are stuck in the floor. If this doesn't fix it, are you getting zero collision in other areas like the Medical District, or just the fountain area?
