By my knowledge, Wasteland/Mojave imports lists Nuka World, Far Harbor and Automatron as requirements (that is of course if you are using the newest version) meaning you need the DLC and you need it placed after the Fallout4.esm for a stable load order. Although this is strange, because if a missing requirement was the case I'd speculate you'd crash on the main menu and not even be able to load up the game, but I have not experienced one of those issues since Skyrim, so it's new to me how Fallout 4 handles missing requirements.
Try disabling everything with the DLC requirements, or activate the DLC if you have it and place it just after Fallout4.esm.
