So I hate playing with microstutter and I can feel a slight stutter when outside, does anyone have any idea what mod would cause the stuttering? (or anything else that may cause stuttering) In my plug-ins folder I have:

I think the general problem might just be that you have too many ESPs for your PC to handle, causing the stuttering, maybe remove a few as a test and see if it makes a difference?

The R9 270X has 2GB DDR 5 (256 Bit).
Do you have many 4k textures installed?
Have you tweaked the ENBlocal.ini accordingly - especially the "ReservedMemorySizeMb"-line?
When you open the ENB-configuration ingame, what does it say about used memory?
Even though you say you have configured the Stutter Remover - have you tried another iHeapAlgorithm?

I used the Medium version of the texture pack, I used 512 ReservedMemory and use 4038 in the line below (not at pc ATM can't check) and I currently use 450 Heap and algorithm at 6.

You mean you have set the line "VideoMemorySizeMb=" to 4038? If your graphics card has 2GB, you should set that line to 2048.
Try for iHeapSize 512 and 768.
Try out raising ReservedMemory by adding 64 incrementally.

For VideoMemorySize I followed a tutorial, it told me to get Vram Memory Size Test is 4064 (MB) and since I'm using windows 8.1 I subtracted 350, which led me to 3714 for VideoMemorySize, so should I use this or just go with the 2048 MB or 3714 MB?

I wasn't aware that there's a 4GB variant of the R9 270X. If your card has indeed 4GB, then 4064 is the correct value for VideoMemorySizeMb; though I have no idea about the adaptations one has to make regarding this value when using Win8.

The New Vegas Stutter Remover most likely contributes to stuttering as well if you don't perform a simple tweak(https://www.youtube.com/watch?v=OL3zdnwKu14): go to your NV Data folder, open NVSE/Plugins and then sr_New_Vegas_Stutter_Remover.ini, find bHookLightCriticalSections and change it from 1 to 0, then save the file.

Check if there are any improvements.
