This part of the forum is about ideas and wishes for perks, tell us what perks you think would be a grand idea for FO4.
My Idea's: Slow Role, gives the player the ability to slow down time at the cost of AP or Stamina (Yes I based this off of the Bullet Time thing from PN but it would be a cool feature), Nuka Break, a reference to the series Fallout Nuka Break, this perk makes all types of Nuka Cola heal you 20% quicker and gives 18 HP per second, and +1 Endurance. Run away! This perk is for cowards or people who are fighting someone with a melee weapons, while in combat the player runs 10% faster and has +2 crit. chance while walking backwards allowing them to either shoot backwards or run the hell away.... coward. Meet the Medic, this is kind of referencing Team Fortress 2's medic, giving the player unique and hilarious (and sometimes dark) dialogue with doctors, and a few other NPC's, also allowing the player to learn more about a few doctors.

I think a perk that disables fast travel, but lets you sprint (like in PN) would fit pretty good. I like the idea of being able to disable fast travel, and getting an alternative in return.

I think a cool perk would be that you can repair bots that you find, and make them fight for you until they die/become damaged beyond repair.

A Man Chooses: Attack damage with the 9 Iron is increased +15.
This perk is only obtainable after completing the GRA "A Slave Obeys" Challenge.

i think it would be cool if there was a perk were it allowed you to do instant kills on enemies in stealth mode from behind them but the kills would have animations, an example would be you cut someones throat with a knife or you choke someone if you are unarmed or break their neck if your strength is high enough.

Where was i last night?, [Random] stat changes throw your character into a frenzy and can trigger multiple encounters. Did you steal a baby brahmin and piss off some farmers while frenzied, or did you find yourself in the hands of some Mercs and are being held captive? This perk happens ONCE a week at night time and ANYTHING can happen during this time.
Holy Diver, The ability to run into someone and kick them with unrelenting force.
"Wild" Card, The ability to defeat an enemy creature, Yao Guai, Deathclaw, Dog, Gecko, without killing it and tame it. Making it your pet and even allowing you to become friendly with certain animal types. But in some cases even MORE hostile with others because of your pet.
When Stars (Dis)align, For ONE day in every week, your stats are all pushed to 100, but the following week your stats are ALL pushed down to 0.
Five Finger Death Punch, Your martial art skills are profoundly skilled, with the FFDP you can perform a special unarmed attack that can instantly kill your foe (human) and scare other enemies off the battlefield.
Epitaph, Your ability to predict where and how your enemies are going to attack you is supernatural, You can see the amount of ammo they have, how skilled they are with that gun, and even predict the bullet paths. (Like i said, it's supernatural). (Would work like VATS in the case it uses AP for every second this ability is turned on).
Verbal Abuser, Your shit talking can strike either a positive effect and scare an enemy to surrender or flee, or in a negative effect, enrage them or make them more defensive and prepared in combat.

Kick ass- +5 to guns and unarmed when in combat
Chew Bubble gum- +10 to health and AP in combat
All outta gum- requires the above two perks. No stat boost but you do get some swell sunglasses that may come in handy someday. They would be used in a quest most likely and they would have effects like increased health or damage resistance. Or even better if the player talks some great one liners. Other quests or encounters in the wastes could get you other quotes from movies and video games. Might take away from the game, but it would be simple as not get getting this perk if you don't want them.

That sounds kind of good but I think it would take a hell of a lot of scripting to make.

Well i have three suggestions: 1.Candy Rush! -Oh no! It looks like you ate too much sweet! From now on your chance to attack an enemy in the head in VATS is decreased but your Hit Points have been increased by +10! 2.Born as one(Requiers a companion). -With this perk whenever you take a Stimpak and have a companion with you, your companion recives half of the HP you get from the Stimpak. 3.Party like its the 1980's. -Hey Party animal! It looks like you have some wild spirit in you now dont you? From now on whenever you wear a mask and have a meele weapon, your Melee is increased by +50 and after a few days you will be visited by a mysterious wanderer who will aid you or Slaughter you!

Maniac: -1 to Charisma, all Melee and Unarmed weapons do 20% more damage (More fit to be a Trait because it has a negative effect too)
Maybe you pick this 2 or 3 times with increasingly psychotic effects. (Initially you're just kind of awkward but you can brutalize people with melee, the positives could increase with each level of the perk but the side effects would get more serious too, with the last level of the perk going to Wild Wasteland-level effects like occurences that wouldn't happen to a player without this perk, like really weird random encounters)
Paynekiller: Meds are more effective, but cause your vision to blur upon use
The Karate Kid: Your Unarmed attacks are 30% faster
Angry Alcoholic: Permanent addiction to alcohol, but when you're drunk your punches knock enemies off their feet and cause fatigue damage. Possibly add a "Horrible Hangover" debuff?
Legend Of The West: You shoot revolvers 25% faster and reload them 50% faster
Adrenaline Junkie: You have less base AP, but your maximum AP and attack speed momentarily increase when you kill an enemy. In combat you have +1 DT, when out of combat you're bored, -1 to Perception
The Pacifist (Trait?): +1 DT, -10 to all combat skills and -1 Strength, but all melee attacks cause large amounts of fatigue damage. Enemies also stay unconscious 5 times longer than usual. BUT if your anger gets the better of you and you kill someone, you'll get the initial "Limits Broken" perk, giving you red vision, +3 to Strength, faster attack speed and a damage buff, but once it wears off you'll have a "Guilty Conscience" debuff to balance it off, giving you -1 to Charisma, -10 to Speech, slower attack speed than you normally have and a higher chance to get addicted to chems or alcohol during the debuff.
Masochist: +1 to DT, all damage you take gives you a tiny amount of AP back
Clumsy: Bigger carry weight, but -20 to Sneak
Because I'm Fat, I'm Fat...: -2 to Agility and Endurance, all food gives huge health buffs (Hunger also increases faster if playing on Hardcore mode)
Masked Personality: You don't talk much, do you? -10 to Speech, but when wearing headwear that covers up your face you gain 25% faster attack speed, +5 to Melee and Unarmed and thrown weapons do 50% more damage
These are some that I came up with on the go, what do you guys think, are they good? I think they could be pretty fun, though some of them lack specific values because I'm not sure about balancing. I also didn't add any of the little "descriptions" Perks always have because it's a long post, I could add them if you like though.
Several edits: Made the above stuff better and more balanced, obviously, and added a few new ones. Also added colors to perk names for easier reading

@Boom Bew Those sound fantastic. @Eetternakki amazing ideas, except for that last one, it seems a little under powered, maybe if it was -2 endurance and -2% speed.

You mean the "Fat" Perk? Yeah, it's supposed to be a more humorous one so by huge health buffs I really do mean huge. I did change it a bit, or it could just be a debuff to movement speed instead of SPECIAL stats. If someone ever makes these into a mod they can be balanced, aye?
