The Brotherhood Outcasts would've been a really nice faction in Fo4, people who didn't like Elder Maxson or folks that helped Synths/married to Synths etc.
Would've given another faction to roleplay with, a mix between the strict BoS and the Railroad (which imo can't "reign" the commonwealth or even make it a better place when some time passed).

I'd like the Children of the Cathedral to make an unexpected comeback.
It would also be a great excuse to tie some older elements back into the franchise.

I'd love to see remnants of The Master's army band together and try to make a new army in the name of their long dead leader. I'd also like to see the Enclave come back, but done right. The return of the Regulators as a fully-functioning faction with proper quests and world integration would also be nice.

I agree with the addition of Brotherhood outcast, and i really would love to see remnants of the Enclave, seeing one of them in Far Harbor was a great nostalgia
