I have looked everywhere and have never seemed to find the answer to this problem. I'm running Fallout New Vegas with everything completely maxed out and when I go near water, either I see right through it, it has no impact data, it acts as if it's regular terrain (if I shoot into the water, it hits the bottom and makes a regular impact, same with explosions), my characters hair will disappear under the water, or I can actually see the normal maps when I'm under water.

I don't know if this sounds crazy, but this has happened to me on multiple installs of the game.

Are you running any ENBs? Those can cause TONS of water issues if you don't turn off Water Displacement in the graphics options.

No, I just have basic Fallout mods. No visualization mods.

If you haven't already, try different graphic settings with the water, there are quite a few. See if any of them make it visible.

Could be a shader or driver issue as well... hard to say without seeing it firsthand.

I can kill people, who are under/in the water. Are they swimming or complete under water?

The moment they get in the water they become invincible only explosives can kill them.

Hm... in Fallout 3 I can shoot people who are in the water with regular guns using VATS.
