Hey GUN. I just upgraded from a r9 280x toxic to a gtx970 g1. The problem is that now Fallout 4 runs worse than before, particularly in cities, like diamond city or my built sanctuary. I now get a minimum of 37fps, which i find unacceptable. My other specs are: - i5 4670 - 16gb ram ddr3

That is totally weird, Your CPU and RAM are good, I have a GTX 960 Paired with a 8GB DDR3 RAM and a i5 2400. and I get very smooth frames at Diamond City however I don't know how much but probably more than 40 at everything maxed out. I'm no hardware expert but try disconnecting your GPU and connecting it again.

Even with the fps unlocked i get now 32 fps in diamond city, i'm running the Vogue ENB but that shouldn't be a problem

This video might be the solution for you. This seems like a rant and it is about the performance on Nvidia cards. Watch from 1:10 to 4:20. He might have the answer you need.

Have you tried windowed borderless with vsync disabled? Vsync can be forced in ENB or through Nvidia control panel.
Also make sure you're getting enough power and your Nvidia settings are optimized.
I have a Gtx 960 with an i5 something or other. I forget. And I got so fed up with tinkering with it that I forced vsync in ENB and set skipped frames to 1 so I get a constant but pitiful 30 fps.

Get DDU, clean all drivers nvidia and amd while in safe mode. Reboot, install the latest nvidia drivers reboot again, run windows update to make sure OS is fully up to date. Also clean out the fallout 4 ini files both in documents and in the game folder, run the verify cache in steam. You should be set to go.

Well, that's weird, considering I have the same GPU and only a somewhat better CPU. Knock down the shadow distance and see if there's still problems.
Oh, and that video? Well, there's a reason for the dislikes.........

I hope you manage to solve it. On extremely rare occasions the problem seem to be only solved by replacing a hardware component, and that means hardware incompatibility was the reason. I don't know how or why, but it happened to me that I was getting bad fps with most games, some even like 7 years old, yet certain newer games worked like a charm. The one thing that stood out was my CPU usage, which never went under 25% even on idle. When I checked the Resource Monitor, there was a process called System Interrupts constantly going around 25% or more. I tried various fixes with my buddy who's a computer technician, including a different Windows, my previous GPU (which worked but was much weaker than the current one), diff. drivers... everything to no avail. Buying a diff. processor solved the problem. What a crappy solution that was.

Wait, I realised what the problem is. Don't use the latest drivers: they literally make your GPU stuck at the lowest clock. I had the same problem before: use 362.00 drivers instead.

That can be fixed with nvidia its normally caused by the steam overlay, to fix it enable the onscreen fps counter, on steam and enable high contrast color that should keep your card from downclocking.

@donta1979: No, it was literally stuck at the lowest clock speed regardless of game or application. Marmoset Toolbag was slow as molasses, and it turned out it was because my GPU clock was stuck at 135 Mhz vs. 1300 Mhz typically seen. Uninstalling 364 and installing 362 fixed it. However, looks like 365 is out, but who knows.

@VeteranAlpha: or maybe he's being a prick with those who aren't experiencing issues with the game (6:37). He quite literally told those who expect bugs from games to 'go f*** themselves'. He's not wrong about the issues he raised though: on the contrary, I actually agree with him a lot (except for his musings on the engine). But be a condescending know-it-all, and expect to get wrekt.
