ok so ive noticed something about vault tec ok so obviously we all know the vaults are experiments right well heres where im having issues understanding ok so the idea of an experiment is to record the results right? well all these different vaults and there experiments who is recording the results is there some massive vault full of vault tec scientist monitoring the vaults maybe??

I dont think it was ever stated who fired first.. Maybe it was Vault-Tec.....

It was never revealed as far as I know, but there would have to be a secret Vault Tech Vault with all the upper Vault Tech officials with computers monitoring the vaults. And most likely raising their children to takeover the mission when the elders pass or they are using cryostasis to stay alive. But it's a real good chance they are still watching the remaining vaults until all tests are completed.

i like the idea of this happening it would make sense
