Yeah FO3 had a really good setting with DC. I want the next Fallout to be somewhere urban again. Having a huge desert just doesn't feel right.
A large desert can work but you need a good urban area and thats something Fallout New vegas couldn't do well. Fallout 3 urban areas felt good in part because they contrasted well with the openness of the waste.

weapons in both hands like skyrim , bigger map , more places to explore , more kinds of weapons , the ability to create your own weapons and mods (if the have the mod system ) , more playable races , a better system of armor (boots, pants, torso, hands, head and accessories slots)

Yeah the strip did not feel all that big, for me at least. The next fallout needs to have a large urban area. It does not even need to be that large just something that players can look forward to.

yea, lot's of these on my wishlist.
-Dual-wielding for small melee weapons (knives, pipes, etc). Maybe for pistols, but would need a huge accuracty penalty to balance it all.
-Shields. Like re-purposed street signs, or maybe damaged pre-war riot shields? Also more melee weapon variety (spears, such a raider weapon...) and more animations for those new types. I really like how Dark Souls handled the complexity of combat (parrying, slashing vs thrusting, etc).
-Randomness of small melee weapons. I've been playing lost of Dead Island lately; I really like how many different random types of pipes/wooden boards/various melee weapons you can scavenge.
-More variation in Energy weapons... they seem lacking in Fallout 3/NV unless you run the DLC. I'd really like the Wattz 1000/2000 to return from Fallout 1/2 (like a civilian version of laser weapons, since lore-wise the AEP7 and AER9 weapons were "military" laser weapons).
-More armor variety too. I really liked how skyrim had so many bandit armors, all that juicy IMMERSION.

Yep for me dual wielding, garbage can lids for shields, some nasty one off guns like the leadpipe 20mm pistol And subways & sewers, horses & bikes too, storage theft would be good.

Oh and more scavenging for food to survive stuff, perhaps only in hardcore mode

For me only 3 things are necessary: 1. A really good plot. 2. A big world for exploration (as big as skyrim at least). 3. A possibility to take 1 weapon in each hand (also as in skyrim).
And other things have no matter.
However, it seems to me like we'll never see Fallout 4. I hope, that I'm absolutely wrong.

Make a wish.... alright Fallout for me is always about atmosphere, when you're strolling through the wastelands wind noise around you and somewhere far away you hear shots from a rifle. I wish only few thing 1. motion capture animation (my eyes are bleeding from the animation in f:nv) 2. Cloth physics like in dark souls 2 or RDR 3. more realistic shooting( just a good shoot and reload animation) Thats all what i wish

The return of hardcore mode would be nice. Also want to see the factions thing come back

MAH MAN! Was just pondering this the other day, could be warring factions between Detroit and Windsor with the Ambassador Bridge being the conflict area. Although that could end up being too New Vegasesque.
Could maybe have some form of Enclave Remnants take over the Renaissance Centre, controlling the streets and the protagonist as part of a underground BOS clique looking to topple the Enclave.
And you know there'd have to be working vehicles. Motor City Baby!

I would love to see dual wielding incorporated into the game, I'd squeal like a girl if I could dual wield pistols. As well as the melee combat system from skyrim put into fo4. Because honestly, while a melee only character is indeed possible in the game, it looks awkward and rough. Imagine you're just using melee on someone, then their hp is low, and you finish them off with a finishing move. That'd be great imo

Yeah kill moves for melee would be awesome. I also agree with melee looking weird, that's something that need work on in my opinion.

I wouldn't mind a less desolate world space (closer to Fallout 3), more stability, and the return of the Enclave in some form or another.

First thing first - better AI. No more raiders running with kitchen knife towards powerarmored and minigunified player. Second most important thing - motion capture and face motion. Because animations matters. Better Main Quest. No more stupid and straight-line main Q like in F3. Give us a choice, let us decide what we want to do. And how we want to do it. Like in Witcher games. Choices and consequences are rare in modern RPGs, and I really hope Beth will make it better than just "purify the water, save the world, or poison the water, kill 'em all". Less hardcoded stuff for modding. No more "limited number reloading animations", or "limited this, limited that, one skeleton for all humans" etc. ThreeDog. Just because he's awesome.

The AI is an understatement. The AI is just SIMPLY terrible. I know it's an old game but still CoD Modern Warfare were leaps and bounds ahead of the FO3 AI. I just wished somehow someone made AI's better for FO3 and FNV.

Would that be possible with the tools given? Or would they literally have to manually edit/add to the base game files in order to get it working? Or is it even possible at all to edit the game in such a way? :p

All they need to do to make AI at least a bit smarter - rewrite the small piece of code. Because now that code looks like "hello world".
scripted "dynamic" NPC behaviour is not that new. Just like Maybenexttime said - even CoD have better AI =)

My wishlist for Fallout 4 is to have Fallout 4 in my possession. XP
On a serious note, not much just sprint hotkey and a grenade/mine hotkey standard.
