I am experiencing a glitch within the NPC speech menus. For some I am able to converse without problems, but for others mainly quest givers I am experiencing a glitch were all options are condensed into a single line and become unselectable.
Any help is much appreciated.

My apologies if this has been discussed already, but after searching the troubleshooting forum I have been unable to find anything that matches my problem. Again any help is appreciated.

Provide a screenshot please, its very helpful in matters like this to see what's happening.

Edit: now that I can see... yikes. Definitely seems like a UI mod conflict/issue. I'd remove any mods that have altered it and read up on how to restore the default.

Have you installed any mods recently that mess with dialog/menus etc such as UI replaces or have a warning in them that they may do the problem you have described?

As for a possible fix, you could try using the verifying integrity of game cache local files option in steam in case something is missing from your fallout game files, and it will be auto downloaded if it is. If that doesn't work, and if you have mods installed, try uninstalling them one by one to see if any mods you do have are causing it. If none of these possible solutions work, you may have to re-install it.

Thank you for the assistance, your suggestions solved the problem. The issue did indeed required me to verify the integrity of the game cache as well as move two plug-ins as well. Thank you again.
