You gain reputation over time by people to get ranks. The green thumb is a positive rep, and the thumbs down is a bad one. People will only ever rep you if you make a good post. People generally don't give a bad rep unless you have done something bad. If you feel that someone abused the rep system, contact an admin.

he/she might mean the ranks so those you have to get up votes by the higher ups so you can rank up and get other mods
