I've been wondering if someone knows this mod ? If yes , tell me is there a cheat box for weapons and mods or is there someone that could try to translate it to english ?

Well, if you are speaking of the RSA mod, there is an english verion availble. However there is not cheatbox. You will have to purchase the weapons yourself from a trader at the crimson caravan. The english version can be found on modgames.net, and a public pack here, I believe.

Yes there is something what could be called a "cheatbox" (or at least it is what I have discovered).
In searchlight airport there is a vendor who sells most of the guns,there are also some tents in wich you can not go,use the console command "tcl" to ehhm tcl into the tents .
Also translating is very easy,just open the mod up with your geck go to weapons and re-name all of the guns to their english names.

Oh and teegov,for the RSA mod,just take a look at the door under the bridge near  the Novak Dinosaur  

So there isn't any other way to obtain guns otherwise than killing soldiers or buying from vendor ?

No.I told you,you can use the command "tcl" to get into one of the tents and open the vendor box.
