It's Reinforced Chinese Stealth Suit - NV v2dot2 and here is image with that helmet version.

The helmet just looks like a retexture of the vanilla Chinese Stealth headpiece to me. But the armour is the Legacy of X13:

It looks to me like it may be a retexture. On second thought it may just be the ENB used in the screenshot.
