So i finally was able to wear fracis arms ingame but when i wear them i get this horrible lag but when i take them off i get normal framerate if anyone can tell me why because i am so happy i was able to get these to work and all but cant stain the 18 fps while using them without them i get 45-70fps with enb.... please help thank you guys

I'm not sure what you did, but if you went about the editing in Nifskope... it's always better to do that sort of mesh work in Blender.  Nifskope is fine for simple things and finishing touches, but Blender is much better for any kind of in-depth editing (especially when skeletons/rigging is involved).

When you edit those kinds of meshes you need to export with a 'clean' skeleton, and that's something you just can't do in Nifskope.

The arms are not rigged right to the shirt, thats why they are clipping through. Also the default vanilla arms are still there and they are clipping also through. You need blender or max for a clean result. As tesvixen said.

Also i noticed that you make 4 topics for the same problem or issue. Perhaps you should merge all these together. Only a suggestion.

I see you have trouble whit this armor and arms. Also you invest a lot of time trying to get it work. So if you tired i can do the job for you. PM me if you want.

Cruz has a good point. We don't need so many topics about what is ultimately the same issue - please use an existing one.
