You have 135 total plugins you need to completely uninstall and remove it. I have heard that even if its not activated, it still is loaded into your game (not activated tho) and it still counts part of your total amount of plugins.
Also do you have anti crash installed?

Did you the ini fix? If not go to documents/My games/FalloutNV and open up the document called Fallout.Press ctrl and F,search for this line : bUseThreadedAI=0 change the 0 to 1. Right under it insert this : iNumHWThreads=2 This is a very simple fix wich reduces freezes and maybe crashes. I do not use Fook for Nv but loved it for F3 ,my advice is to load it right below gun runners arsenal.It can cause trouble sometimes.

Yea, if your game use that much mods u need to have 4gb or u will crash to desktop when game need to load some areas where mods add more staff. Also you load order kinda looks like mishmash, i see you have BF4 weapon pack, so u dont need that mod that add HK, m16 and some others, for weapons use Millenia pack and Master_Shifu public releases and u dont really need anything else, also dont know what mod is Mo' but him and WA both add some kind off ammo so there might be some conflicts there. Also i see Bounties 2 loaded before 1 so u might wanna fix that too. U need to fix your load order and most important know what each mod adds to the game, so u don't have some big issues between mods

Well from what I can tell and speaking from past experience 3GB of ram is not much for running a heavily modded NV and can cause memory crashes. I just upgraded to a better computer after a while but what I did so I could play on my older rig is used Embiggen window for a fake fullscreen which works nicely to speed up gameplay, uninstalled non-essential mods and kept my plugins at or below 80, Use NV4GB enabler, NVAC, and NVEC-anti crash edition. All of these could help also setting your game to 'low' will do a lot.

Yea pretty much 3 gb is not really enough for modded fallout new vegas. Also u your graphic card and processor are not that great. What i use is Fallout Halfsized, it makes all textures ingame smaller than original witch help with fps. Than i use PocoBueno to overwrite some textures, but i have 8gb and i can handle those mods. Install all mods liljonesy04 mentioned, and install few mods that dont change game heavily and you can have nice gaming experience. Also don't use ENB, use Dynavision 3, it will improve you overall game quality without taking much fps (5-10 max)

I don't think that your RAM is the problem.Did you tried to disable all your plugins and enable them all one by one?This way you can figure out wich mod crashes you,even if it can take some time.

When i used to use World of pain it used to crash my game, i would say just try without world of pain and see if it still crashes.

I solved the problem with re-installing the game (AGAIN !!!) and reducing plugin count to minimum , and it works perfectly now , with around 80 plugins activated Anywho , I am giving you thanks for the help , I really appreciate that

A somewhat simple way of reducing plugin count is to use the fnv plugin to merge most of your various armor/weapon mods into one esp file.

Most definitely. Merge and bash (FNVEdit and Wrye Flash). My friend's rig: Win7 32bit, 3GB ram, HD4870, AMD Athlon 6000+ 3Gig dual core. He has ~135 mods merged/bashed down to ~108 and his game runs like butter.

This might be a bit late but hopefully help someone.
Yes.. That is what I call your "personal plugin limit". That is what your machine can run safely and effectively. Different configurations have different levels of Mods / Plugins that can be ran. Even at this level as you play Fallout you might start to experience problems later into the game after 10, 20 30 hours of game time (same game not restart). as there will be items placed into the save and such. My advise is to install and leave it alone until you have finished that play through.
I have a more powerful machine and still try to keep the plugins below 100 even with TTW installed. It helps if you start a game with a focused idea of what you want to do with the game and uninstall any mods that don't related to that.
In the future.. when you have time look into merging the mods. Simple mods please. at least until you really start to understand the modding process. Armors, weapons are excellent choices. (also what is likely overloaded with all the choice weapons and armor available on this site. ).
If you go to Nexus and look for the FNVedit you should be able to find a nice tutorial. First thing after verifying the load (simple start and make sure all mods are clicked and resolve any issues, which I think you stated you did in the Op) is to clean the main game masters following the tutorial instructions.
That should help you achieve some level of satisfaction, stability and dependability. I rarely ever crash in my game even after playing 3, 4, 5 hours. Most of the time I have to stop because my bottom starts to hurt from sitting too long.. that or my legs and hand start to go numb.. lol.

Merging mods is really easy once you know what to do. At first you should get FNVÉdit http://www.nexusmods.com/newvegas/mods/34703/? Then the script for merging plugings.I am using v. 1.75 but there is already a new version. http://www.nexusmods.com/skyrim/mods/37981/? There is also a tool called "Mod organizer" the guy in the video is using it and I used it too,but be carefull it can/will mess up your load order. http://www.nexusmods.com/skyrim/mods/1334/?
This video is for Skyrim but works the same for Fallout.Make sure to watch it full and do everything step by step.If you think you did something wrong watch it again.After some time you will learn how to do this and notice that it is very easy.
