Mainly use the edit. I've never encountered this bug before so I'm not 100% sure. That video I linked is the only thing I can seem to find on it aside from some nexus forums. If I were you I'd carefully follow that tut. It also could be some hair or body mods causing it according to this steam forum. If that youtube tut thingy doesn't work you might need to re install. Maybe theirs someone here that can help you more than I can. I can Imagine this being a very annoying immersion breaking bug.

This might help or maybe not, but I also had this problem and one day I reinstall the game and I haven't seen this problem since.

I'm not using any custom hat mods but i'm going to try to re install, Wish me luck!
