Hello Gunners , i gonna show u  how to port new vegas facemasks ("nifs") ,  or "fbx" and "obj" files  to F4 as a heltmel in 2 steps without  blender or 3dmask.

Requeriments

First u need outfitstudio tool and f04 helmet mod (for "base" and "esp" , (esp if u dont want to create new one)
helmet mod fo4 u could use for step 1

Follow the tips

1 Open outfitstudio and import the head u want, them export as FBX and close the program.
2 Start the program and import a helmet from f04 , set this as ""set reference".

Now import the FBX file   and ajust position to helmet , them select the parts  and click in "copy bone parts" after that, select the helmet from "step 1" and make it smaller.remeber only edit " set refefence" helmet (the green)

Finally export this as nif file and replace the fallout 4 helmet mod , them in nifscope add textures....

If u want u can delete setreference head.

In game just equip the heltmet mod.

Simply create a material, and drag and drop in data/material/yourmod folder

Can you port the vanilla Skyrim tents and yurts to fallout 4?

Yes, only u need the skyrim .nif files and something similiar in fallout 4 to copy the bones, i mean u can port a cow and replace a fallout 4 car only copy the bone of fallout 4 car

About materiales question, u don't need them if u are using a mod wich incluíde the materias.
Btw u can create this file as @acies said.
