So I would say, yes. How often do you actually stop and see how the NPCs fall after they die? I know for me the answer is barely. And besides I use high caliber weapons and the Bloody Mess perk so most of the time they end up exploding in a fine mist anyway.
Now, I don't use Bleed. I use RWD, the alternate version, which works best in my opinion. Makes weapons extremely deadly. Howwever, as far as I know, they work pretty similar in terms of damage, so it should be fairly simple to just adjust Ragdolls to the damage input of Bleed using FNVEdit.
Open FNVEdit, and load all your plugins. then expand Bleed, see what instances get overwritten by Ragdolls (in this case, you put ragdolls below in the load order; also, it's easy to know which ones since they the entry will be painted red) and adjust the values to match.
