I don't know what happened but from a year ago to now I can't seem to mod my game any longer, I tried taking NV stutter remover like people said and it didn't work,I went to loot to sort my mod list but it didn't work,made a new installation it didn't work and neither did checking all the mods requirements(I had over 120 mods so it was tedious),after 1 month trying to do that I gave up,I am now trying again and holy jesus this problem doesn't stop even though I updated my windows(maybe because windows 10 due to the engine is old I don't know,at this point I am even considering that my pc is just too underpowered to play it modded)

Have you tried making a merged patch with FNVEdit? I've had similar issues with The Strip and Camp McCarran

I don't see anything there that should be affecting Ringo and only Ringo. I don't see any sign of type 3 or roberts or breeze on your list, but you're using the type 3/roberts/breeze spice of life, it appears. Make sure you're launching nvse through mod organizer, and not the original new vegas launcher.
Mod organizer identifies which mods are conflicting or overwriting each other. One of those might be the culprit, but I can't imagine which one it would be.

Have you tried creating a new game quickly to see if it does it on other savegames too?
If not, you probably have a problem with your save, otherwise maybe that you're lacking memory when going there.
Or one of your mod is causing it, you should merge some mods but be aware that you should merge only small mods together, mods such as weapons, armors, clothing, etc to lower your number of mods.

NVSR isn't recommended anymore, you should get tick fix, it works very well.
