Does anyone know anything about if RTX cards have trouble running Fallout new vegas with mods? I've been getting stuttering for the longest time, running windows 10 using the Tick Fix, NVAC, and Windowed Borderless. I also made recommended changes to the ini for performance. All overlays turned off too. Game is also installed with MO2 in my Samsung 970 pro M.2 Drive. 1080p Resolution.

My mod list currently consists of 116 plugins and 290 mods. PC specs are RTX 2060 super, Ryzen 3600, and 16 gbs DDR4 Ram 3000mhz. It's strange that my PC is struggling running this game, I've avoided 4k and up texture mods too. It usually maintains 40-50 fps while dropping to 10-20 fps consistently.

Anyways I'm just posting to see if this is something someone else had dealt with too, any information/recommendations would be greatly appreciated. Thanks for reading this post.

I own a RTX 2070 Super and I have stutter too (from time to time). I run ENB, texture packs and all drag's mods (1080p res). In my game FPS are fluctuating, between 120 and 40... I have begun a new playthrough so I don't know how the performance will be on the Strip. But yeah, it's kind of dramatic. The game engine is not adapted to modern standards.
Before the RTX I had a 1060 6GB and the FPS difference was lower. But I also had more stuttering.
I wonder if the people who run a 1080 also have stuttering.
Do you run ENB boost?

For me it was pretty bad, there would be numerous times where the game would just freeze for a solid 30 seconds to a minute.

Also yea I ran it with Bright Vision and used 47 ENB 2 most times also. The only thing I can think of is to seriously downscale my game. Or perhaps don't use an enb and just use Enb Boost. Should've got an 1080 since the performance is nearly identical to the 2060 super lol.

Does scripting mods also play a factor towards performance? Stuff like B42, Solid Projects, DiaMoveNvse, and nvse tweaks? I think I read that somewhere too..

Ah, you do use Solid project. That may be the main problem. I stopped to use it because I had regular freezes. You could just use Just Mods Assorted by Yvileapsis (Nexus) instead. It's better imo.
About ENB boost, you could visit the FNV Large Texture Support page (Nexus). With your rig there is no reason you play without ENB. 47 ENB 2 is a good one, not very heavy. You could also try the new Broken Paradise ENB (Nexus) which is a modified version of Truth's Overgrowth ENB (it uses 47 Weather plugin).
And yes, certain script-heavy mods can slow your game, but I'm not sure how much exactly. Maybe you have to make a choice between the several B42 mods...

Hmm, I have Ryzen 5 3600, RTX 2060 and 16Gbs RAM. Currently 125 plugins and HQ texture packs, I have ENB, but no ENB boost. Also New Vegas Tick Fix, NVAC, and Windowed Borderless like you do.

I have almost constant 60fps anywhere (varying 40-60 at The Strip area) and barely any stuttering. It feels like something is taxing your system or some settings are wrong. No idea if some mod is causing your performance problems. If you have a mod which adds a lots of NPCs and locations to your game, it might cause some issues for example.

At least try this, open your NVTF.ini and change bRemoveRCSafeGuard=0 to bRemoveRCSafeGuard=1, it might help with stuttering. This is really unlikely, but worth to mention: If you happen to have dxgi.dll in your main game folder, just delete it.

I looked through the guide and added some of the ini tweaks, it did help a little bit with the fps. I'm still getting mad stuttering though.

It does not hurt to see what mods you are using.

@CommunistDragon Why are you using all these weather and lighting mods? You have to pick only one.
FNV Redesigned 3 is quite demanding because of all the scenery changes and added NPCs. You may consider to load full FCO or Character Expansions Revised instead.
I don't use TTW so I cannot tell if everything is ok. I assume you followed some kind of guide as a base. I think HeroinZero Weapon Fixes are not recommended because these fixes have to be made at the game engine level (dixit RoyBatty). And like I said before, Solid Project is not ideal.

@Prosp3ro Only one weather mod is active, -means they're inactive. I switch enbs a lot

Also I'm not using all of the scenery changes for Redesign 3, I only have the NPC edits.

EDIT- After doing some tweaks to my anti virus, Tick Fix ini, and then using some pregenerated lods through testing. This seemed to removed both large and mostly small stutters. Which means a lot since my game used to literally freeze for long pauses then unfreeze. I would like to give @Prosp3ro and @c4in a very warm thank you!
