so i am starting a new game with a fresh install of the game and mods.
i installed drags npc overhaul and nmc texture pack and some other essentials and everything looked good.

i installed some more mods but have fucked up something somewhere. the female npcs in goodsprings have fucked up mouths

the mod is 2nd last in load order with nevada skies after it.
have reinstalled the mod but still no joy.

any ideas.??

Where such a armor take?
Disable mods changing NPCs. Look at what will be the reaction
for example, these:

then look for conflicts between meshes and textures

I've never seen this particular conflict before. Although I'm not a Nevada Skies user, so maybe it could be that? It could also just whatever mod order you have it in. If you try keep the Overhaul mods toether, weather effects together and quest/utilities together you may find the conflict quicker/easier.

Nevada Skies is not the case, it's just a weather mod does not change the NPC

had to change it in both fallout.ini and falloutprefs.ini for it to work.

**UPDATE***
Ok this keeps happening and i am constantly having to change that setting back and it's really starting to get on my tits.
Every time i check my fallout.ini has been changed to read only and that setting has reverted back to 0.
i have tried turning off mods but i cant find whats causing it.

any ideas?

Do you have JIP LN NVSE Plugin and NVAC installed? If not install both.
