I checked F4EDit and it showed no issues with conflict there, that's why I am drawing a blank on it.
I know that "People have a name" has a perk mag that makes the settlers into what in lore would be Coursers, but that's only if you pick up the mag, I haven't done a play through where I haven't picked it up.
Downside of putting PHN after the other NPC mods is that I end up with the default settlement settlers becoming default looks again, which is why I use UNPC.
However, I am going to be doing a clean install of Fallout 4 due to a mod or something broke my Quicksave feature, that if I quicksaved ... it broke all saves, even "Quit game" save didn't save.
EDIT: To prevent a Wisdom of the ancients situation there is a discussion over at Sim Settlements that is working this out, as 3 of us are/have experienced this issue.
