After uninstalling F:NV and the deleting the steam folder to get rid of all my mods for a clean start, I installed DUST and now I can't create a new game!

Help please?

You will need to make a clean install. You should keep one folder for TTW and one for DUST, as both change the game too much to be able to play exchangeably

Go into your documents/mygames/falloutnewvegas folder and delete the .ini files that are there. Do the same for the new vegas data directory. Then validate your game install on steam. This should fix the problem you're having. Also uninstall any mods that change the UI for the time being.

For situations such as this I recommend using Mod Organizer. Their profile system is much better than NMM and handles the game's engine much more seamlessly.

I'd advise to go to your Steam Library, clicking on New Vegas and uninstall the game from Steam and the, reinstall it.

Since TTW modifies some core mechanics, re-starting an installation from scratch seems to be the best solution if you want to get rid of TTW

Sorry, I am a bit late to the party...

First thing you can try is to verify the cache. Chances are something was screwed up.
Second is as mentioned above, remove the ini if you know what they are, saves etc then verify cache.

The above might work for you. If not, then it is a complete nuke and re installation. Make sure if you do this that you delete everything... I mean manually if needed. Go in to the game folder and delete Fallout NV after installing if anything is still left. Same for the Document Fallout NV folder as well. This will make sure you are starting completely from scratch.

Then also as mentioned above... use MO if you don't mind. It can be turned off and essentially you can even play the game unmodded (shudders) as it doesn't change a single thing in the game folder.

while at it don't forget to reinstall your NVSE and any tools (like FNVedit etc) that you need.

Found the reason! OHuD was before my Fallout:NV .esm.

WOW, that caused you all sorts of problems. I wouldn't have thought of that. Thanks for the return follow up on the solution. People sometimes forget about the load orders... regardless of how experienced they are.... I know I have done that before... more times than I will EVER ADMIT lol.
