Hello kenrir, I'll try to step you through some mods or some mods that tweak visuals for a smoother experience, if you haven't checked mods like this already:
Also, some of these mods I haven't tested myself, but a lot of them actually work as supposed to, sometimes with a small or greater loss of visual quality.

This mod, will increase FPS by optimizing the textures if you're not getting too low of an FPS, use this since you can barely even know a loss in quality:
REMINDERDon't install this mod like a regular mod you would usually seem to do, make sure you either follow the tutorial done by GamerPoets on the page, or you use an extremely useful auto bat that will save you a bunch of time on unpacking or repacking, be sure to follow the tutorial that gives if you decide to use that, here's the link to that,

Great mod to use, highly recommended to help performance even on a high end build, you can use this in connection with TOP as well.

This mod decreases lighting, shadow, and godray quality, actually disabling godrays entirely which if you wanted to you could do in the launcher as well. This can probably increase your frames very high, problem is it has a really large quality difference.
Remove Interior Fog: https://www.nexusmods.com/fallout4/mods/2628/?
This mod will increase performance even further by removing fog indoors, have tested this myself, and the quality difference is only fog removal, extremely recommended.
Lights remover: https://www.nexusmods.com/fallout4/mods/11076/?
If you're still struggling interior wise, this is recommended if it's that bad, but buyer beware it removes lights, supposed to double performance in interiors.

This is one of those mods I haven't tested yet, supposed to increase performance though. Many people say it works, some people noticed barely anything, I'll probably just stop at there.
ULRT- Ultra Low Resolution Textures: https://www.nexusmods.com/fallout4/mods/4881/?
As you can tell by the mod, this decreases the textures to a more low resolution standard for performance, and is definitely one of those mods that have a performance increase from this affect, yet again, at the cost of visual degrade.

This is the more popular version of the mod above, you can try to use either one of these, or both if you wanted to just for testing.

Now this, if you wanted a real performance increase in Boston, this is the mod to get. No visual decrease, rebuilds Recombined Data, if you need insight of what this mod does in depth, I believe he has a video on it, just watch since it'll better explain it than I can.
