The ancient Persians kept a standing army of 10000 soldiers called "Immortals", when every injured or killed member was immediately replaced, thus creating an illusion of being inexhaustible. The Legate wouldn't be the first person in fiction to be known more by his reputation than his face. The Dread Pirate Roberts springs to mind as well.
Personally, I think it is one man. A man who, above all others, thrived and grew in the fires of battle and the utter hellishness of the wasteland, becoming an unstoppable weapon. The Courier is similar in ways: survivor, warrior and master of the wasteland. I think it was a very appropriate moment in the story that these two characters meet.
