Does anyone know how to fix the lighting issue I keep having in new vegas? I just cant seem to figure it out. I have gotten ride of pretty much all of my mods besides the weapon and armor mods I have.

I don't think that's a lighting issue bud, it looks like something is missing or there's just something really weird going on with your game. I know this didn't help but that's just my opinion.

This looks similar to what happens with weather mods in skyrim that have reliance on enb due to the snow, so maybe try toggling enb if you have it. You could also try validating your game cache.
Also, can you tell what object is doing this? From your screenshot it looks like it could be flora, like a cactus or yucca, but I cant tell for certain.

Maybe, in the worst case, you might have to reinstall the game, as matticus4205, it could be a missing file.

Try turning off the HDR, something similar happened to me with other mod.

@"angeloma000" its torches and certain lights, when I shoot the ray gun it does the same blocky animations

Try dialing down the resolution, shadows, teslation etc. Make it easier for the game to run with what you have. See if that helps. If it does you might be just stressing the system to much.

In all honesty, I have never seen such things happening in my game.

Maybe it's a GPU error or your system is overheating?
