Hello vgu, im new to TTW and i cant get it to work 100% like most people can.
, the NPC's have missing/Pink textures.I do have Breezes Male Body replacer, and i have Type 3 Female body replacer.
Im not sure if they have something to do with it but I've tried un-installing them       them,re-activating them, turning archive invalidation off then on. If somebody can help me i'd be very grateful.

Just a though, have you tried getting the Beezes Male Body replacer for fallout 3 and pasting the textures on the data folder?

I reckon it should the issue.

Edit: Forgot to mention, back-up your data folder just in case those textures screw up your game. Hate to see my advice responsible for a full uninstall of your game (been there, done that). Anyways, here is the link just in case you decide to proceed: http://www.nexusmods.com/fallout3/mods/4719/?

When it comes to TTW and textures I always install the fo3 version (if there is one) then the FNV one over it, I.E. Install the Fo3 breeze version(with fixes), then install the FNV breeze version and let it overwrite any files. This is how I deal with them anyway.

just did a reinstall of TTW had a problem with Female Raider texture(black asses), the problem was I skipped installing type 3 body, then install my type 6. I will be doing the males later as well.  

And In sort, This is what I will be doing:
1. Install: http://www.nexusmods.com/fallout3/mods/4719/?tab=2&navtag=http%3A%2F%2Fwww.nexusmods.com%2Ffallout3%2Fajax%2Fmodfiles%2F%3Fid%3D4719&pUp=1   With Fixes. (remove esm/esp's if any.. but I be leave this is a esm/esp free mod)

2. Install: http://www.nexusmods.com/newvegas/mods/35451/?  With any fixes needed, And that "should" work with out problems, UNLESS tossing in Mart's Mutant Monster Mod as well. Then...  I think you need to find a patch for MMM+breeze males.. Not sure there is one but I KNOW there is one for the female raiders when using type3 bodys and MMM's

Edit, You should ALWAY.. again ALWAYS use a NMM/FOMM/MO when installing texture/meshes, if anything goes wrong you can always just hit "uninstall" and be done with it. ^^
