Hi everyone i'am new here and i have no special talent so how do i get som reputation without creating some mods pls

Hi, well this is a forum so you can reply to topics that are relevant to you. You don't really have to create mods to get reputation. You can also welcome yourself as well on this site and usually people welcome you with open arms here. Sharing screens on the fallout screenshot topic can give you rep as well along with the video game screenshot topic as well.

To answer your question, earning reputation shouldn't be your primary focus on the site, nor do you need to be an expert modder to become recognised on the site @Player147proman and @VorpalDoom rightly said that just being a part of the community and contributing in your own way can garner reputation, whether that be by welcoming new members, posting screenshots or even just voicing your opinion on the plethora of topics and polls.
I'm sure you'll find your own niche on the site, just be aware that it's the quality of your posts that matter, not the quantity.
