Is this guy a vanilla npc or part of a mod? I've played NV to death and have no recollection of ever meeting him.

Honestly I thought he was a vanilla NPC, but then I googled him and there was no record. Added, I don't think vanilla NPC use super stimpacks on themselves do they? Think he might be from interior project mod.

oo I haven't played that one yet, only DLC I've played so far was Dead Money. Completely restarted my game after installing dragbody's Dead Money Overhaul, now can't wait to reach it again.

He's a part of NV interiors project so sadly no... That said, NV vanilla is the past, mods are King BABY!
Spoiler:
For me, mod wise, it was the New Vegas bounties ending with the Judge where the true scope of what you face is revealed. Someguy series is such a cool mod series, worthy of its own game. Vanilla wise, it was meeting Mr House.
Spoiler:
He's such a powerful figure, that it was almost shocking to see how weak and feeble he really was. The guy was kept alive by a test tube and simply opening it was enough the ensure he would die. That and the decisions you had, to simply kill him, to leave him exposed or to cut him off from the world and let him rot down there in the dark.
Damn, those are some real sinister options when you think about it...

Man, so many great moment it is hard to choose. One moment I loved was finally talking one on one with Ulysses. Now, when it comes to Ulysses as character, the community is pretty split on him. Some see him as one the most badass and intelligent characters in Fallout, some see him as one of the most boring and at times hypocritical characters in Fallout. I am in the bottom half. He just a awesome character. He has so much to say about the past, present, and future and says it in such a intelligent and poetic way. Fighting alongside him against the Marked Men is such an amazing moment. I almost always choose to keep him alive. The message he gives is so well done.

A few moments for me.
-Lonesome Road DLC (as stated by other users) Seeing the Divide, its ruins, its history, and the decision you get to make at the end with the confrontation of Ulysses. -Fighting to Legate Lanius and having the ability to talk him down and the Legion instead of just a fight against him.

I agree seeing the Divide for the first time is really cool but I think the first time meeting the Think Tank is my favorite moment. The writing in OWB is superb.

For me it had to be my first Dust play-through, the first time though, holy shit, walking down inner Vegas with Dust enb as the sky is red as blood, just wow. Walking down the streets of Freeside looking down at the execution victims killed by the brutal NCR was really breathtaking. Entering The Strip and seeing what it had become was crazy, the bodies hanging from The Tops and Gomorrah signs was amazing. Each casino and building had its own story, then you realized the atrocities that went on from the inside of The Strip.

No matter how many times I do a playthrough, walking through Freeside and The Strip with their respective "Open" mods installed is a fantastic experience.

Drags Dead Money Over haul was basically icing on the cake for me! When I first took my soldier into that hell bent city, it truly felt like what dead money was suppose to be!!

I'm still saving one of the best for last, just leveling up my character since DMO seems really tough..

Lonesome road DLC was the best moment for me. I loved everything it had to offer. The story, the worldspace, the enemies and the weapons.

Honestly, I don't think anything tops my first playthrough of Fallout NV. Everything I experienced, the choices that I faced going into it with literally zero knowledge. (I try not to watch any trailers, read any articles, etc. I just see how game reviewers are generally rating games and if it's worth a purchase.)
I distinctly remember making my final decision of going with Mr. House, and by time the slideshow ended, "I wonder what the Legion is like." That moment, at the end of the slideshow, is what made me realize that New Vegas is my favorite game in a very long list of favorite games, but it takes the cake.
