I always was curious on what the stats of a faction member would be like. Yes, you could always check the GECK, but in roleplaying terms, faction members would vary in skill. If you don't get what I mean, I will give you an example.
NCR Trooper:
STR: 6 - Due to intense training, they're gonna be stronger than your average person. They're military solidiers.
PER: 5 - The average NCR Trooper is pretty good at the range, but they're no Boone or 1st Recon.
END: 8 - NCR troopers have to go through very harsh terrain, painful drills, and battle injuries. Along with the fact that they have a strong sense of duty to fight for their nation and comrades make them a tougher nut to crack.
CHAR: 6 - NCR troopers are sent to patrol, guard many cities, and have to get along with their fellow member. They also have to be peaceful and reasonable to locals during general situations(stopping a fight, comforting locals mourning their recently dead loved ones). In the position they're in, they have to be for the people.
INT 6: - I was gonna notch it down to 5, but think about it. NCR troopers aren't necessarily Einsteins, but they're not dimwitted either(excluding a few dummies here and there). The average NCR trooper are sent on missions that would most likely require tactical common sense. During combat situations, the leader of the squad would have to really use his/her brain on what to do next(which position to command their  squad member to move to, when to go loud, when to keep silent, etc.) When you go into a command tent(Forlorn Hope for example), you can see there is a lot of tactics going on because there are human lives at stake. So NCR troopers are pretty smart since they're put in a lot of situations where they really have to use their brain to save themselves from dying.
AGI: 7 - Painful and long drills have sharpened the average NCR solider's reflexes and made things like holstering/unholstering weapons second nature to them.
LUC: 5 - NCR Troopers die everyday. They're also seen as expendable by the brass, so they're pretty average in luck.
Main Skills:
Guns - very obvious choice here. They're trained to kill and so they would have better weapons training than the average wastelander.
Explosives - NCR troopers are trained to use grenades, mines, explosive charges, etc. I think they should know the in's and out's of a explosive pretty damn well.
Medicine - NCR troopers should know the basics of medicine since they're usually in situations that would require them to be ready for first aid. Combat medics are specialized in this, but the average trooper should at least know how to give first aid to themselves.
Repair - NCR troopers knows the in's and out's of the weapons given to them since it is apart of their training. Their training should help them in other situations, especially if they specialize in engineering.
Survival - NCR troopers are sent out in the wasteland knowing that they can die any second. They're trained to go through the harshest of environments and they don't have the best armor, so they make up for that by training for any situations possible. (especially NCR rangers and 1st Recon)
