Hello vgu i seen a responsive kill reactions mod for fallout 3 where if you killed a npc then all of the other npc's would react to it...i cant find one for FNV, if theres one can i get a link or is it portable and fit for TTW?

No but you could use GECK to port mods from F3 to FNV.

Well its not that simple, you need FOMM but i think i'll try and then i'll make a public release if it works...that is after i check with the mod author if its ok!lol

Well, actually in FONV, even if you kill an npc in sneaking mode with silenced weapon, others will be alerted.
I don't know this is because I have Project Nevada or it's from the game itself. But in my case, killing one enemy and others will be alerted and search the area.

I know but i was also wanting them to be alerted when they find a body, they have small reactions like "What happened here?" but they dont do anything...
