I'd prefer the Burned Man to win but Lanius has a LOT of health.

I believe the Legate would win. His physical prowess is far beyond Joshua Grahams. On top of that, I have witnessed like most people the Legate first hand using hand to hand combat and melee weapons. he tears apart rangers in one swing. I have never witness Graham or "The Burned Man" use a melee weapon or hand to hand, just a pistol. If it was a battle with firearms I would say Graham would win, but any other fighting style the Legate would come out on top in my opinion.

I think you've mistaken strategist for tactician. While Lanius is better than Graham tactically he has absolutely no idea what the hell he's doing strategically. You can even state how much of a horrible plan he has for New Vegas if you going up against him. Even if he wins the battle of Hoover Dam his plan to lead the army is going to crush under NCR's logistics.

Id have to say the burned man beculse he is hard to kill and agile
